Consultation has concluded

Council had adopted the Palerang Communities Integrated Water Cycle Management Plan (IWCMP) in 2019, introducing new developer servicing charges from 2020 and scheduling a harmonised residential and business water and sewer charging structure from 2021, in conjunction with the Queanbeyan IWCMP. Unfortunately, that IWCMP will not be complete until 2021-22. The fees recommended by the Palerang IWCMP will however be progressively introduced for Bungendore, Braidwood and Captains Flat urban properties from 2021-22 to fund and improve potable water treatments, water extraction and sewage treatment.

Queanbeyan’s water and sewer charges will be modified following the adoption of its IWCMP.

The IWCMP includes a range of projects and network upgrades to ensure it remains functional into the future. Funding for these are derived from Development Servicing Plans and a revised tariff structure.

The financial model forecast demonstrated that the water tariff structure for 2021-22 needs to raise a total revenue of $3.49m (excluding pensioner rebates). This represents a 17.8% increase in revenue compared to the expected revenue of $2.9m based on the proposed tariff structure for 2020-21. For the sewerage tariff structure, the model demonstrated that the tariff structure would need to raise total revenue on $3.35m (excluding pensioner rebates). This represents an increase of 0.9% compared to the estimated revenue of $3.24m in 2020-21. The table below highlights the fees and revenue for 2019-20, 2020-21 and the proposed approach for 2021-22:

Council is seeking comments on the proposed tariffs until 7 June 2021. Comments will be presented to Council for consideration.
