We are seeking feedback on our draft Integrated Planning and Reporting documents. These documents are the key planning documents that guide Council's direction over its elected term.

About the documents

The Draft Operational Plan and Delivery Program 2025-26 to 2028-29 highlights Council’s priorities over the next four years as part of the Delivery Program, and breaks it down into work for the upcoming year as part of the Operational Plan. These documents were previously developed as two separate documents, but have been produced together to ensure a clear four-year outlook for planning. The plan will be reviewed each financial year. It includes a detailed budget and capital works program for the first year of the plan (2025-26).

Draft Revenue Policy - outlines what Council proposes to charge for general rates and water, sewer and waste access and consumption fees for 2025-26.

Draft Fees and Charges - covers all the fees and charges Council levies, for things like venue hire, sportsgrounds, aquatic centre, development applications and much more. It covers the 2025-26 financial year.

Draft Long Term Financial Plan – this is a ten-year plan that models various scenarios to consider whether Council can afford the community's goals and the income that is required to achieve these outcomes. It looks at the period 2025-35.

Draft Workforce Management Plan - helps Council plan and manage its workforce to meet community needs while staying sustainable and adaptable. It follows advice from the Office of Local Government and supports QPRC's focus on workforce quality, risk management, and overall performance. It covers the period 2025-29.

Draft Asset Management Strategy - focuses on designing, planning, and managing assets smartly to meet growing demand. It aims to use these assets to serve the community, protect the environment, and support businesses. It also considers future changes in population, the environment, and technology, while following government policies and Council's plans. The Strategy covers the period 2025-35.
