We are seeking feedback on housekeeping amendments to the following operational Development Control Plans (DCPs).
- Palerang DCP 2015
- South Jerrabomberra DCP 2015
- Googong DCP 2010
- Queanbeyan DCP 2012
Council’s DCP documents provide detailed planning and design guidance to guide development in our Local Government Area (LGA). Over time, minor errors, outdated references, and inconsistencies can accumulate within a DCP document because of legislative changes, Local Environmental Plan (LEP) updates, mapping revisions, and improvements identified through the day-to-day development assessment.
About the amendments
Proposed amendments are not major policy changes and relate only to correcting anomalies, fixing minor errors, reflecting updated legislation and simplifying controls that are creating confusion at Development Assessment. The housekeeping amendments seek to rectify:
- Outdated SEPP references
- Obsolete cross-references to LEP clauses superseded by QPRLEP 2022
- Clause numbering inconsistencies
- Incorrect setback tables and duplicated wording
- Misalignment between DCP controls
- Formatting errors, outdated diagrams, and obsolete technical terminology
- Repetition of controls across chapters
- Errors or omissions noted by Development Assessment staff
- Typographical issues and inconsistencies in units, measurements, and definitions
- Editing figures and wording to simplify controls that cause confusion which don’t involve major changes.
Proposed Key changes:
- Updating outdated SEPP references (e.g., SEPP 65, SEPP Vegetation 2017)
- Correcting inconsistent height controls and setback requirements
- Removing controls duplicated in other QPRC design guides
- Remove references to significant trees
- Formatting and grammar updates
- Replace outdated SEPP references (e.g. Vegetation SEPP, BASIX SEPP, SEPP 65 etc.)
- Remove reference to significant trees
- Removal of reference to ‘Studio Dwelling’
- Formatting and grammar updates
- Replace outdated SEPP references (e.g. Vegetation SEPP, BASIX SEPP, SEPP 65 etc.)
- Removal of reference to ‘Studio Dwelling’
- Updating density, waste, and parking controls where references were incorrect.
- Aligning landscaping and cut/fill requirements with the Googong Precinct-wide strategy
- Correcting clause numbering inconsistencies
- Formatting and grammar updates
- Replace outdated SEPP references (e.g. Vegetation SEPP, BASIX SEPP, SEPP 65 etc.)
- Amend flooding controls to be consistent with the current flood study
- Parking requirements to be consistent with Transport for NSW guidelines
- Correcting outdated ground floor and height requirements
- Updating landscaping contractor references (old supplier lists no longer active)
- Formatting and grammar updates

Submissions must be received by Council before Friday 6 February 2026. Any submissions received may be included in the final report to Council.
