Consultation has concluded
We are seeking the community’s feedback on the revised Cat Containment Policy.
Cats play a significant and complex role in our society and culture and while pet cats bring health and comfort benefits to their owners, they have a natural instinct to hunt. Undomesticated, or feral, cats hunt for their survival.
Cat containment has benefits for natural wildlife and it also benefits the cat, with research suggesting that cats that are contained live longer on average than cats who are allowed to roam freely.
Council has had a Cat Containment Policy in effect since 26 May 2021. The current policy requires all cats in cat containment areas be contained to their own properties.
This new draft policy plans to bring in cat containment requirements across the entire local government area.
What does containment mean?
It means keeping your cat on your property 24-hours a day. This can include in your house or apartment, an enclosed area in a backyard or courtyard, a cat crate or on a leash.
Current cat containment areas
These areas already have cat containment in place:
Jumping Creek development
Googong Sunset development
Elmslea Grove (North Elmslea)
Braidwood Ridge
South Jerrabomberra (Tralee)
Googong Township – in the following neighbourhoods:
All future greenfield developments in Queanbeyan-Palerang
From 26 May 2026 the remainder of Googong Township will also have cat containment:
Neighbourhood 1A– stages 1-5
Neighbourhood 1B– stages 1-8
Neighbourhood 2– stages 1-10
Proposed changes with the new policy
Any cats born on or after 1 January 2025 will need to be contained from 1 July 2025
From 1 July 2026 all cats in the Local Government Area need to be contained
These dates are to allow time to prepare for containing your cats for those who live in new cat containment areas
