We are seeking feedback on the Community Participation Plan. The plan has been developed to include clear guidelines and transparent information about notification and participation in the development application process.

Background

At the Ordinary Meeting held on 9 July 2025, Council resolved to adopt the Community Engagement Strategy 2025-2028, excluding Part 5. The Community Engagement Strategy serves as the overarching guide for community engagement activities and aligns with the Office of Local Government guidelines.

Part 5 was the Planning and Development related Community Participation Plan which has been separated from the Community Engagement Strategy.

The Community Participation Plan has been reviewed and updated. This included addressing concerns raised during the public exhibition of the Community Engagement Strategy.

What has changed?

The revised Plan has been developed so it can be published as an independent document.

The Community Participation Plan includes:

  • Clarification of minimum notification periods for different types of plans and developments.
  • Improved explanation of who will be notified and how notifications will occur.
  • Introduction of notification categories (A, B, C and D) to ensure developments with higher impacts are notified to a wider group of adjoining properties.
  • Inclusion of a statement encouraging developers of large-scale projects to undertake community consultation prior to lodging a Development Application (DA).
  • Clearer explanation of notification requirements for Regionally Significant Development.

The Draft Community Participation Plan is open for community comment from Monday 1 December until Friday 6 February 2026.

  2. Emailing it directly to council@qprc.nsw.gov.au with the subject title "Draft Community Participation Plan"
  3. Handwriting your submission and delivering it to Council's Customer Service Centres
  4. Posting your submission to PO Box 90, Queanbeyan NSW 2620

Submissions must be received by Council before Friday 6 February 2026. Any submissions received may be included in the final report to Council.
