Consultation has now concluded.

The Draft Policy provides guidelines on:

  • Responding to reports alleging unlawful activity
  • Assessing whether reports alleging unlawful activity require investigation
  • Deciding whether enforcement action is warranted
  • Options for dealing with confirmed cases of unlawful activity
  • Taking legal action
  • Implementing shared enforcement responsibilities

It also provides advice and guidance on the role of private certifiers and Councillors in compliance and enforcement. It has special provisions for dealing with compliance and enforcement matters where people are experiencing homelessness.

The intent of the Policy is to ensure that Council’s compliance and enforcement activities comply with the regulatory principals of accountability, transparency, fairness, consistency, and proportionality.

What areas of Council are covered by the policy?

It applies to regulatory issues in the following areas:

  • Biosecurity weeds and pests
  • Biodiversity and tree preservation
  • Building control and fire safety
  • Companion animals and livestock
  • Development and land use
  • Food safety
  • Waste
  • Parking
  • Pollution
  • Roads
  • Public health and safety
  • Swimming pool safety
  • Water and sewer
  • Unattended property in public places


Submissions on the draft policy are open until close of business Thursday 28 March 2024.

Submissions may be made:

Privacy: Submissions with the author’s name and contact details may be provided to Councillors for consideration. However, names and contact information will be removed when the submissions are included in public documents such as Council Business Papers.
