We are seeking community feedback on the Draft Development Waste Guideline. Currently, information about waste storage design and collection services for developments is found in different locations online and in the Development Control Plan. This guideline will bring together legislative, best practice guidelines and council requirements into one document.
The Guideline is expected to improve the Development Application process by helping designers create practical, safe, cost-effective, and compliant designs that follow best waste management practices before submitting their application.. It also includes templates that will assist in providing the correct information in the form of Waste Management Plans before lodging the DA.
The Guideline has been developed for use by those involved in the design, construction, management and operation of waste management at different types of developments.
Stakeholders include companies and individuals such as landowners, developers, architects, designers, planners, waste consultants, builders, certifiers, strata managers and building managers.
The Guideline details information required for Waste Management Plans for all development types including“
- single dwellings
- multi-units
- rural properties
- subdivisions
- shop top housing
- mixed-use
- commercial and industrial developments.
Objectives of the Guideline are to:
- Ensure that end-users are the primary focus when planning waste infrastructure
- Guide the design and construction of waste infrastructure in new developments to:
- Accommodate appropriate volumes of waste, recyclables and FOGO (food and garden organics)
- Enable safe and efficient waste handling and collection
- Enable easy access and movement of collection vehicles and pedestrians
- Meet standardised serving requirements
- Maximise resource recovery
- Align with and support the Development Control Plan (DCP) and the Development Application assessment process, enabling consistency and clarity across departmental reviews
- Ensure effective planning of construction and demolition activities to maximise recycling and reuse opportunities and minimise waste sent to landfill.
