We are seeking feedback on the draft Solid Fuel Heater Policy
The draft policy has been developed to improve air quality and protect public health, to reduce impact on critical habitat by reducing demand for wood, to ensure consistency in the way Council deals with solid fuel heater applications, and to promote cleaner and more sustainable heating solutions.
We receive regular requests during the colder seasons from residents adversely affected by the impacts of wood smoke on their health. NSW Health advises that smoke from wood-burning heaters can cause serious health issues, including heart and lung diseases, and can aggravate asthma and pre-existing heart conditions. It is understood that residential wood heating is a major source of hazardous air pollution, contributing to premature deaths and healthcare costs. Additionally, studies have shown that modern solid fuel heaters often exceed emission standards.
This draft Solid Fuel Heater Policy only applies to new applications for the installation of solid fuel heaters in the urban areas of the Queanbeyan-Palerang local government area.
The draft policy has been developed to provide guidance on where a solid fuel heater can be installed.
It does not apply to existing heaters which have been installed with Council approval.
Where does it apply?
All new applications for solid fuel heaters in the urban areas of the local government area, as explained below and included in the maps in Appendix One of the Policy
Queanbeyan
Googong
Jumping Creek
Tralee
Bungendore (including Elm Grove Subdivision)
Braidwood (including Braidwood Ridge Subdivision)
Approval will not be granted for installation of a new solid fuel heater in these areas. Should an inspection find an unapproved solid fuel heater after the adoption of this policy, Council may take enforcement action.
Where doesn't it apply?
Rural areas of Queanbeyan-Palerang Local Government Area
Existing heaters that have been installed with Council approval
Replacement of existing approved wood heaters
The policy does not require the removal of existing wood heaters in buildings.
