Department of Planning and Environment Proposed Changes to Business and Industrial Zones

The Department of Planning and Environment is currently exhibiting a proposal to translate existing Business and Industrial zones into a list of new Employment zones.  This includes changes to the names of such zones under Queanbeyan-Palerang Regional Council’s applicable planning controls.

The reform of employment zones aims to support long-term economic recovery through job creation and encourage increased productivity in NSW. A key outcome of the reform will be ensuring employment zones provide clear strategic intent, include clarity around their application and increase flexibility around land uses.

The exhibition is being held on the Department’s Planning Portal for 6 weeks from 31 May 2022 to 12 July 2022. After the exhibition the Department intends to implement the new zoning framework on 1 December 2022.

Whilst Council generally supports the intent of the reforms, it has already raised concerns about the Department’s proposal to zone all existing IN2 Light Industry zoned land to E4 General Industry. Council is concerned such an approach has the potential to locate inappropriate land-uses adjacent to residential areas and create conflict between those uses. Accordingly, it is intending to make a further submission to the Department during this exhibition requesting all IN2 Light Industry land be instead zoned E3 Productivity Support. Council is of the view this is a more appropriate and correct application of the proposed zoning framework in the local circumstances.
