We have a consultant helping to prepare a plan to manage spontaneous volunteers during disasters, and we are hoping to get feedback from the community about their understanding and experience as a volunteer, and of community and government working together.

Volunteers play avital role across NSW. The role of volunteers—especially spontaneous volunteers—has never been more evident following recent disasters. The NSW Government is partnering with local councils to develop frameworks that help communities make the most of people who step up in times of need. It will ensure that when individuals offer help organisations are ready to coordinate that support effectively and safely.

In consultation with the community this project will create a Disaster Volunteer Management Plan and Training Manual. The goal is to build clear strategies for engaging and supporting spontaneous volunteers during emergencies and keeping them connected through the recovery phase. The plan will include:

  • Fast-tracked training and induction
  • Clear expectations for both volunteers and agencies
  • Practical mechanisms for working alongside established volunteer organisations, such as Rotary and Blazeaid.

The Plan will provide a roadmap for:

  • Identifying opportunities and roles for spontaneous volunteers.
  • Engaging community members who want to contribute during emergencies.
  • Building partnerships between local groups and the Local Emergency Management Committee (LEMC) to maintain community readiness and connection.
