Consultation has concluded

The aim of the Queanbeyan Floodplain Risk Management Study and Plan (FRMS&P) is to define flooding patterns and flood levels in Queanbeyan under present day conditions and to recommend floodplain risk management measures that will over time reduce the social, environmental and economic impacts of flooding at Queanbeyan.

Preparation of the FRMS&P includes review of the draft Flood Study and Plan of Queanbeyan 2008, which was drafted in 2008 but was never finalised.

The Study and Plan has been jointly funded between QPRC and the Department of Planning, Industry and Environment

A Floodplain Risk Management Committee which is comprised of select Councillors, relevant State Government agencies and community representatives.

The Plan recommends a program of works and measures which will over time reduce the impact of flooding on existing development and establishment of a framework to manage flood liable land in accordance with current best practice floodplain management principles.

The attached figures shows the indicative extent of the 1% (1 in a 100 year storm) annual exceedance probability (AEP) flood along Queanbeyan and Molonglo Rivers, as well as the extent of the Probable Maximum Flood (PMF). The PMF is the largest flood that could conceivably occur at Queanbeyan and previous methodology considered occurrences similar to every 500 years.

The Study and Plan reviews and considers the following flood management measures for Queanbeyan:

  • The draft FRMS&P recommends the following floodplain risk management measures:
  • Update Development Control Plan of Queanbeyan
  • Update of Queanbeyan LEP 2012
  • Update of NSW SES emergency planning
  • Implement flood awareness
  • Installation of telemetered stream gauge on Queanbeyan River at Queens Bridge
  • Review of existing flood warning system
  • Vegetation management
  • Voluntary purchase and house raising feasibility for the property located in a high hazard area.
  • Develop comprehensive floodplain risk management strategy for the Queanbeyan CBD

Council will also be holding a community information session about the draft plan on Tuesday 27 August 2019 from 6.30-8.30pm at the Riverside Oval Club House, 16 Carinya Street, Queanbeyan. A presentation with the project findings will take place at 6:45pm.
