Renewal of alcohol-free zones and addition of 1 Farrer Place
We are currently reviewing our Alcohol-Free Zones (AFZs) and Alcohol Prohibited Areas (APAs) and are seeking feedback on renewing all of them for four years.
Declaring areas as AFZs and APAs makes it unlawful to consume alcohol at any time within signposted areas, except where a licensed premises exists within those areas. It then becomes the responsibility of the liquor license holder to ensure the lawful behaviour of patrons.
Monaro Police District have requested that we add 1 Farrer Place as both a AFZ and APA. Declaration of 1 Farrer Place as an alcohol-free area would require application of both an AFZ (applying to the car park and footpaths) and an APA (applying to the picnic shelter, gardens, amenities, and small play area).
This site was previously the Queanbeyan Visitor and Tourist Information Centre and is now home to the Queanbeyan Senior Citizens. The property includes the main building, gardens, war memorials, a public car park, picnic shelter, a small play area, and public amenities including toilets and showers. The car park is used Friday, Saturday and Sunday evenings by Sleepbus, who provide safe, temporary, overnight accommodation to people sleeping rough.

The proposal would make it unlawful to consume alcohol at any time within the areas signposted as Alcohol Free Zones and Alcohol Prohibited Areas, except when on a licensed premises within the Alcohol Free Zone or Alcohol Prohibited Area, as the responsibility for ensuring the lawful behaviour of patrons on these premises rests with the holder of the liquor license. Any person observed to be drinking in an alcohol-free zone may have the alcohol in their possession immediately seized and tipped out or otherwise disposed of by the police.
