Background
The primary purchase of this policy is to reduce the problem of shopping trolleys being abandoned or left unattended in public places.
It applies to:
- Retailers who provide trolleys for use by their customers
- Community members who use trolleys supplied by retailers
- Community members reporting trolleys
- Council staff reporting trolleys

The 2025 review of the Shopping Trolley Management Policy is open for community comment from Thursday 24 July to Thursday 21 August 2025. The draft Policy may be viewed:
- In the electronic Document Library on this page
- At Council’s Customer Service Centres, between 8.30am and 4.30pm Monday to Friday
