The policy has been updated to refine the process for identifying which projects require external third-party certification. This will ensure that resources are focused on those projects where certification will have the greatest impact on sustainability outcomes.

This policy sets standards to ensure that all council buildings and infrastructure works support our sustainability goals and transition to net-zero emissions over time.
The major changes to the policy are:

  • Title of the policy: The policy has been renamed Sustainable Design of Council Building and Infrastructure Policy to broaden the scope of the policy.
  • Prohibit reticulated gas connection to all new buildings and infrastructure construction, refurbishment and upgrades. It will only be permitted when a strong justification for use can be provided.
  • Project categorisation for infrastructure projects: All previous projects were categorised based on the contract value of the project. It is recommended that the infrastructure projects be categorised based on the Council’s Project Management Framework:

The 2025 review of the Sustainable Design for Council Building and Infrastructure Policy is open for community comment from Tuesday 1 July until Tuesday 29 July 2025. The draft Policy may be viewed:

  1. In the electronic Document Library on this page
  2. At Council’s Customer Service Centres, between 8.30am and 4.30pm Monday to Friday

  2. Emailing it directly to council@qprc.nsw.gov.au with the subject title Sustainable Design for Council Building and Infrastructure Policy
  3. Hand writing your submission and delivering it to Council's Customer Service Centres

Only written submissions will be considered and these must be received by Council before Tuesday 29 July 2025. Please note that any submissions received may be included in the final report to Council.
