We are seeking the community’s feedback on the Sustainable Procurement & Contracts Policy.

The policy has been reviewed with terminology changes, rewording and updating of various clauses.

Changes

  • Rewording of definitions under clause 4.
  • Inclusion of new links in clause 5.
  • A rewording of Clause 6.3 for greater clarity.
  • Inclusion within clause 6.5 to highlight the QPRC Regional Economic Development Strategy.
  • Clause 6.8 has been updated to reflect Council’s ongoing procurement reporting and compliance.
  • The procurement principles have been reworded to clearly align to the draft OLG Procurement Guidelines currently on public exhibition.
  • Clause 6.7.2 has been updated to specifically mention the existing LGP First Nations Procurement Scheme, in addition to the newly established Local Government Contracts Australia.
  • Clause 6.7.3 has updated spend thresholds, increasing the threshold level one, requiring only one quote, from $5,000 to $10,000 – for increased efficiency.

Policy aims

This Policy provides the Procurement and Contract Framework and Principles that MUST be followed by all Council officers and representatives when purchasing goods and services and managing associated contracts. The Framework provides simple guidance to procure and manage goods, services, or projects based on an assessment of value and risk.

The Sustainable Procurement & Contracts Policy is open for community comment from Friday 26 September until Friday 24 October 2025. The documents may be viewed:

  1. In the Document Library at the top of this page
  2. At Council’s Customer Service Centres, between 9am and 4pm Monday to Friday

Feedback can be provided on the proposed names by:

  1. Completing an Online Submission Form (below)
  2. Completing the quick poll (Yes or No)
  3. Emailing feedback directly to council@qprc.nsw.gov.au with the subject title "Sustainable Procurement and Contracts Policy review"
  4. Handwriting your submission and delivering it to Council's Customer Service Centres
  5. Posting your submission to PO Box 90, Queanbeyan NSW 2620

Only written submissions will be considered, and these must be received by Council before Friday 24 October 2025. Any submissions received may be included in the final report to Council.
