We are seeking feedback on a draft Works in Kind Agreement (WIKA) for Tralee that is now on public exhibition. The WIKA is available in the document library.

The agreement would result in the Tralee Community Centre, Town Park and both future local parks, being built and dedicated to Council. This would be instead of the monetary contributions to corresponding items in the South Jerrabomberra Local Contributions Plan (the S7.11 Plan).

The South Jerrabomberra Local Contributions Plan was adopted by Council on 26 April 2018. The plan determines the expected demand for public services and infrastructure from the development of the South Jerrabomberra Precincts. The plan sets out the relevant monetary and/or land dedication contributions that Developers must provide to Council in relation to the scale of their proposed development.

Throughout the development of the Tralee residential estate, community infrastructure and facilities have been incorporated into the design. Village Building Group has progressed or is progressing designs and development approvals for these items in consultation with Council.

While planning approvals have been obtained, a deed of agreement is required to enable these physical works to be dedicated to Council. The following facilities, with their relevant approval pathways, are proposed for inclusion in the draft WIKA :

  • Community Centre – DA.2021.1136 approved by Council 9 February 2022
  • Town Park – Review of Environmental Factors (REF) approved by Council 24 November 2021
  • DA.2021.1057 subdivision to create lots for Community Centre and Town Park approved 17 September 2021 and modified on 26 June 2023

There are two future local parks proposed for inclusion in the draft WIKA. These have been incorporated into the future design of the Tralee Estate and will be delivered as community facilities in the future.

Submissions must be received by Council by Thursday 26 March 2026. Any submissions received may be included in the final report to Council.
