    Why does Googong have a contractor to do all gardens mowing etc and Queanbeyan/Jerrabombra doesn’t? Sound a bit of a rort. The town is looking so run down it’s beyond a joke now.

    We use our own landscape teams and the Jerra Crew for mowing and gardening of Council owned areas in Googong.

    However, the developer, PEET, have their own landscape contractor who maintains areas that not yet been handed over to Council. They also do additional maintenance in selected areas.

    Hello, QPRC, The NSW government allocated $10M funding for the realignment, widening, and sealing of the final 4.7km section on Nerriga Rd in Q4CY23. Does QPRC have a plan in place for this work, and if so, what is the planned start and finish dates? Thanks

    Hi - thanks for the question.

    The Ninge Nimble section of MR92 Nerriga Road has been designed and Council is in the process of completing the necessary environmental studies along with purchasing the land required for the project.

    The project delivery is still being planned and construction is not expected to commence until late 2024. Information when known will be available through our website project page (https://www.qprc.nsw.gov.au/Major-Works-Projects/MR92-Nerriga-Road

    Will Googong have a public Preschool? A lot of parents at playgroup want a public Preschool for Googong.

    Council does not provide education services. There is land that has been set aside for another public school in Googong but whether a public preschool will be included in this school in future is a question for the NSW Government and the Department of Education. The NSW Government have said that this new school will be a new high school scheduled for completion in 2027.

    Will there be funding increase to Queanbeyan Preschools? The four public Preschools will be educating young children from Googong, in addition to young children in Queanbeyan. Will the Preschools receive more financial support? The Preschools look old and a bit run down. Are the Preschools big enough to cater to the growing population?

    Council is not actually involved in providing school services. For broader questions about funding and provision of preschools, questions are best directed to the NSW Government and Department of Education. In regard to the four preschools in Queanbeyan, these are run by the Queanbeyan & District Preschool Association which is a not-for-profit community based preschool. There are also other privately run Early Learning Centres that offer preschool programs.

DP819333 SCHEDULE 1 – Additional permitted uses (Clause 2.5) 1 Use of certain land at 300 Lanyon Drive, Jerrabomberra (1) This clause applies to land at 300 Lanyon Drive, Jerrabomberra, being Lot 3, DP 819333. (2) Development for the purpose of a sewage treatment plant is permitted with development consent.

    No, Council doesn't intend to build a sewage treatment plant in Jerrabomberra. The reference quoted appears to be from a previous LEP, the Queanbeyan Local Environmental Plan (Poplars) 2013. The LEP that currently applies to the lot is the Queanbeyan-Palerang Regional LEP 2022.

    Why does the QPRC bother with establishing an LEP with defined zones, if they can go ahead and cheat the ratepayers by adding additional permitted uses without changing the zone? This is misleading and a scam by the council - Many landowners were not advised that a cemetery 'could' be developed on this E4 zone - This is a rort.

    The current land-use zone is C4 Environmental Living. Under that land-use zone, a cemetery is a prohibited use. However, land-use zones, along with other development controls in the Local Environmental Plan can be amended through the process of a planning proposal.  This includes the addition of a permissible land use or uses and/or any conditional arrangements under Schedule 1 Additional Permitted Uses of the LEP. This is a legitimate way to consider site specific proposals and follows the same process that is required for “changing the zone” on land. The required Planning Proposal process has been followed.  Planning proposals are required by the NSW Government to follow a strict process including public consultation.

    The process for the Planning Proposal for this particular site began in 2017, following the Department of Planning and Environment issuing a Gateway determination to allow the process to begin. From 2018-2020, a number of studies were developed that were required as part of the Planning Proposal.

    The Planning Proposal, including all the studies, was on public exhibition from 24 August – 5 October 2020 and this included a community meeting on 15 September 2020. This Planning Proposal explained that the purpose of the proposal was to provide for a new memorial park/cemetery with consent on the property at 1241 Old Cooma Road, Googong. This was done by amending the Local Environmental Plan to add the term ‘cemetery’ to Schedule 1 Additional Permitted Uses for these particular lots.

    The Planning Proposal was approved and gazetted by the NSW Government in September 2021.

    Has the QPRC been looking at any other parcels of land for a new Graveyard over the last SIX years or do you have all of your eggs in one basket?

    In the initial search, there were three search areas (Eastern, Western and Southern). This process ultimately led to selecting the current site as the most suitable. There was no site identified that was more suitable than the one at Burra Road.

    Yes – this was open for community comment from 24 August – 5 October 2020 on our Your Voice website. A community meeting was also held (over Zoom due to COVID) on 25 September.

    Q - When will the block of land identified for the Graveyard (1241 Old Cooma Rd) be rezoned? 

    A – The Planning Proposal to amend the additional permitted uses on the site was approved in September 2021. This amendment allows a cemetery to be developed on the site with development consent. 

    Q - What is the QPRC process for rezoning? 

    A – The process for rezoning or amending permissible land uses is determined by the NSW Department of Planning, Industry and Environment. The applicant (in this case Council) is required to submit a Planning Proposal (including community consultation) which is assessed before the amendment is published by the Minister.

    Q - Does the current DA for the Graveyard belong to QPRC? 

    A – Queanbeyan-Palerang Regional Council is the Proponent for the State Significant Development Application which will be lodged with NSW Department of Planning, Industry and Environment for assessment.

    I have been advised that a couple of neighbours on the border of the proposed graveyard have had their insurance increased as their property has been identified as in a flood zone according to their insurer. Surely you cannot build a graveyard in a flood zone.

    Thanks for your comments – these have been added to the current community consultation on the concept plans for the Memorial Park. As part of the of the development application specialist engineers will be completing a Surface and Groundwater Impact Assessment and a Preliminary Long Term Environmental Management Plan. These are in addition to studies completed as part of the planning proposal to rezone the site.
