The Donations Policy outlines how Council provides financial support to organisations in alignment with the Local Government Act. As part of preparing the 2025-26 Operational Plan, we have reviewed the Donations Policy and its accompanying Community Grant Guidelines.

This policy enables Council to offer donations and community grants that support the community through funding activities and programs aligned with Council’s strategic objectives.

Financial assistance is divided into seven categories, each with clear application and assessment criteria to ensure transparent decision-making and equitable fund allocation:

  • A – General Assistance
  • B – Hire / Lease Fees
  • C – Rates, Fees and Annual Charges
  • E – Heritage Grants and Special Heritage Grants
  • G – Cultural Grants
  • H – No Fee Hire of Council Community Spaces
  • Schools and Sundry – Annual Award Presentations

Council has allocated the following amounts in the draft Operational Plan totalling $191,000 in community grants and donations.

Proposed budget - Donations 2025-26

Cultural Grants – Category G

To promote greater use and accessibility of Council-owned community spaces, a new "no fee" category (Category H) was introduced last year. This category is for regular community, not-for-profit, or charitable organisations that lack the financial capacity to hire these spaces.

The draft determination for Category C Donations has been assessed in line with the Draft Guidelines and are listed below. Additional applications from community organisations may be submitted during the public exhibition period.

Eligibility for annual donations of rates, annual charges and one-off fees

Council may consider refunding fees or charges for not-for-profit community Organisations and s355 committees on a one-off basis for development application fees and associated charges.

Council may also consider donations towards annual waste, water and sewerage charges for community organisations. Council may also consider a one-off rates rebate for sporting, recreational and other community organisations that are able to demonstrate registered not-for-profit status.

NOTE 1: Churches and religious bodies are exempt from rates under s.555 of the Local Government Act 1993, however are required to pay all charges in relation to water, sewer and waste services.

NOTE 2: There is no legislative requirement for Council to provide relief to sporting, recreational and community organisations for rates and charges. Any donation provided for this purpose is at Council’s discretion.

The level of rebate will be assessed for all applicants by using the guideline which can be downloaded from the document library to the right.
